They can keep building, at least the ones that have fire insurance, the rest, well I am not sure what they are going to do. I am 70+, and Santa Rosa has never burned like that before that I am aware of. It has made life a living hell for many of the folks who lost every thing in the fire. As usual, Governor Brown is really not doing anything to help as for as I know. I am so very sorry for the people who lost their lives. May they rest in peace.
