According to the SF Chronicle. I have eaten in exactly ONE of these, Tommy’s Joynt, which probably doesn’t belong on this list anyway. Check it out HERE.

I think Sacramento has more “cutting edge” restaurants than the Bay Area and with lower menu prices too. Water Boy in Midtown (20th and Capitol) has been there since the 80s and never fails to amaze. Ditto Biba’s, Ella, Grange, and Frank Fat’s (where laws get written over Frank’s NY Steak and Banana Cream Pie.)
Familiar with FF’s but not the rest. My Fav Sac restaurant is Jimboy’s Tacos and some of the Chinese places on Freeport near Florin. Several places on Freeport, actually, if I could recall the names.
Frank’s was Fat before it was Cool.
But Frank’s is def VERY cool. The had another place, Fat City, in a cellar, which was not cool except in temperature.
Fat City was a separate restaurant in Old Sacramento. Was it once in the Frank Fat’s building at 9th and L?
All I can recall is it was below street level, and yes, def in Old Sac. Happy Fourth to you!
