I’ve actually stopped and helped tortoises much like this – one so large I could hardly lift it. Snappy, too 🙂 But it was not damaged as severely, so think it would be fine, in its ditch too.
Another was on the highway below Crescent City. Smaller, and not hit, just out there so I stopped. A good sunset-near memory.
